Papara Electronic Money Inc. has announced that, following the decision of the Central Bank of the Republic of Turkey (CBRT) dated October 30, 2025, it has started refunding account balances to its users after a long wait. The company pledged that this process would be carried out in a safe manner, within the framework of the rules determined by the CBRT.
Papara announced that the balance refund transactions for users began on November 7, 2025. This decision was implemented in line with the statements made by the CBRT on November 6, 2025. In Papara's official announcement, it was emphasized that the refunds would continue in a step-by-step and systematic manner under the supervision of the CBRT.
During this period, a trustee was appointed to Papara on May 27, 2025, and on October 31, 2025, the CBRT revoked the company's operating license for payment services and electronic money issuance. This situation has made the process of refunding users' account balances even more critical.
Papara places great importance on user security and aims to provide transparent communication and support at every stage of the refund process. The confidentiality of users' account information and financial security are being protected at the highest level during this process.
It is recommended that users closely monitor the refund processes carried out via Papara. Additionally, the swift and effective progress of these processes will greatly contribute to Papara's efforts to rebuild its reliability in the sector.
