


An important development has occurred in the digital payment market in Turkey. The operating licenses of digital payment platforms Ininal, PayFix, and Aypara have been revoked with a notice published in the Official Gazette as part of illegal betting operations. This situation has created significant uncertainty for users and stakeholders in the sector.
As part of the illegal betting operation carried out in March 2025, Pay Fix Electronic Money and Payment Services Inc., Ininal Payment and Electronic Money and Services Inc., and Aypara Payment Organization Inc. were transferred to the Savings Deposit Insurance Fund (TMSF). TMSF has taken control by appointing a new board of directors and general managers for these three companies.
During the investigation into illegal betting and money laundering, a total of 21 people, including Erkan Kork, the owner of Bankpozitif, PayFix, and Flash TV, were arrested. Assets belonging to the suspects, valued at 6 billion 900 million TL, were also seized. The investigation process has led to a series of developments that question the security of Turkey's digital financial system.
As part of the illegal betting and money laundering investigation, the appointment of a trustee to the electronic money organization Papara has also been another development that further destabilized the sector. This situation has intensified discussions regarding the oversight and security of digital payment systems.
The sudden closure of digital payment platforms has created significant uncertainty for both users and investors, while it is anticipated to have a serious impact on the financial technology sector in Turkey.
