Critical Steps in Turkey's Energy Infrastructure

Turkey has entered an important expropriation process to accelerate energy transmission lines and natural gas production activities. In line with the presidential decrees published in the Official Gazette, properties needed for energy transmission lines in provinces such as Şırnak and Malatya will be expropriated urgently.

Energy Transmission Line Projects

In this context, the 154 kV İsdemir Şırnak GES TM-PS-3A TM Energy Transmission Line Project and the 400 kV Keban Şalt-2-Kayseri Capacitor EIH projects have been decided for urgent expropriation of certain properties by Türkiye Electricity Transmission Corporation (TEİAŞ). Some of these properties will be utilized through direct ownership for pole locations and through the establishment of easement rights for conductor swing clearance.

Expropriations in Konya and Sivas

TEİAŞ has also decided to expropriate certain properties in Konya and Sivas for the construction of energy transmission lines, following a similar trajectory. In this process, electricity distribution facility locations will be treated as ownership, while line safety zones will be processed through easement rights.

Natural Gas Pipeline Project

Additionally, in the scope of the Natural Gas Pipeline Project to be carried out in Didim District, it has also been decided to urgently expropriate some properties in Aydın province. These properties will be assessed as necessary areas for the construction of fixed facilities, access roads, energy transmission lines, cathodic protection lines, and anode beds.

Regulation on Balancing and Reconciliation Management

The Energy Market Regulatory Authority determined the upcoming regulations along with Article 111 of the Balancing and Reconciliation Management Regulation in its meeting on October 16, 2025. Starting from January 1, 2026, if the imbalance ratio calculated for the balancing responsible group member market participants is less than or equal to 5%, it has been decided that the individual energy imbalance amount of any market participant will be evaluated within the group.
