The nuclear export control regulation has been expanded to include import processes. This change has been made to prevent the proliferation of nuclear weapons.
The regulation establishes the principles regarding nuclear export and import control and has been published in the Official Gazette today and has come into effect.
With the regulation, the definitions section has been expanded. Now, terms such as "controlled materials", "nuclear technology", "nuclear services", and "import permit" will be used. Additionally, the authorized institution related to the processes has been updated from Turkey Atomic Energy Authority to Nuclear Regulation Authority (NRA).
According to the regulation, firms wishing to import or export nuclear materials or dual-use equipment are now required to obtain permission from the NRA. The items to be used in exports and imports may not be used in the construction of nuclear weapons or explosives. Applications will be made with detailed documents such as technical specification documents, chamber of commerce registrations, and end-use certificates.
The NRA has the authority to impose administrative sanctions in case of non-compliance and can revoke permits. Furthermore, compliance inspections in line with the International Atomic Energy Agency (IAEA) have also been made mandatory by the regulation.
Previous applications will be concluded temporarily under the old legislation.
