Steps are being taken to transition to a Flexible Working Model in the Public Sector.

Work on the integration of flexible working models in the public sector will start meticulously. In the upcoming period, preparations are being made to review the working arrangements of public employees and to provide flexibility in line with the 2026 Presidential Annual Program.

As of June 2025, a total of 5 million 289 thousand 449 people are employed in the public sector. This number includes 3 million 474 thousand 548 permanent employees, 438 thousand contracted employees, and 1 million 225 thousand 772 individuals in worker status. The number and status of workers in the public sector have become a significant area for reform due to the lack of a fully established working system.

Flexible working models are considered a step that will allow employees to establish work-life balance, especially in today’s rapidly accelerating digital transformation. These developments, aimed at increasing employee satisfaction as well as productivity, are also expected to radically change the working dynamics of public institutions.

In this context, new regulations supporting flexible work in the public sector are anticipated.
