Work on the integration of flexible working models in the public sector will start meticulously. In the upcoming period, preparations are being made to review the working arrangements of public employees and to provide flexibility in line with the 2026 Presidential Annual Program.

As of June 2025, a total of 5 million 289 thousand 449 people are employed in the public sector. This number includes 3 million 474 thousand 548 permanent employees, 438 thousand contracted employees, and 1 million 225 thousand 772 individuals in worker status. The number and status of workers in the public sector have become a significant area for reform due to the lack of a fully established working system.

Flexible working models are considered a step that will allow employees to establish work-life balance, especially in today’s rapidly accelerating digital transformation. These developments, aimed at increasing employee satisfaction as well as productivity, are also expected to radically change the working dynamics of public institutions.

In this context, new regulations supporting flexible work in the public sector are anticipated. The implementation of the legislation is crucial for protecting the workforce from unexpected circumstances such as illness and simplifying the document processes for employees. Thus, the public sector will increase workforce flexibility by offering different working options to its employees.

Especially after the pandemic, the prominence of remote work and hybrid models highlights how public employees were affected by this process. The new regulations to be established to strengthen the bond among employees and enhance institutional productivity will play a critical role for the public sector in the future. It is expected that the new arrangements will have a positive impact on job satisfaction among public employees.

In conclusion, the adoption of a flexible working model in the public sector will not only enhance the quality of life for employees but will also make the management of state resources more efficient. The transformation of the current employment structure will make significant contributions to the country’s economic and social development.
