


European Union (EU) member states have taken a significant step towards completely ending natural gas and liquefied natural gas (LNG) imports from Russia by the beginning of 2028. This decision was made unanimously during a meeting of the energy ministers of member states in Luxembourg.
According to the official statement from the EU Council, member states have established a joint negotiation position with the European Parliament for a draft regulation to gradually halt Russian gas imports. This plan aims to end dependence on Russian energy.
Under the regulation, new contracts will cease to exist as of January 1, 2026, and short-term contracts will end starting from June 17, 2026. Ultimately, as of January 1, 2028, gas imports under long-term contracts will be completely banned.
It was noted that limited changes to existing contracts would be permitted, and some flexibility would be granted to landlocked EU countries. This situation is an important step to cope with potential supply challenges.
The draft law will need the approval of the EU Council and the European Parliament to come into effect. According to data, in 2021, the EU imported 45% of its natural gas from Russia, but this rate fell to 19% as of 2022. Nevertheless, many EU countries still continue to import LNG and pipeline gas from Russia.
