


In Turkey, social protection expenditures for the year 2024 have been recorded at 4 trillion 964 billion 532 million lira, with an increase of 84.1 percent compared to the previous year. The largest portion of this budget consists of assistance provided to retirees and the elderly.
The Turkish Statistical Institute (TÜİK) published its report titled "Social Protection Statistics, 2024." According to this report, social protection expenditures accounted for a total of 4 trillion 875 billion 751 million lira, of which 98.2 percent consisted of social protection assistance. The largest expenditure was 2 trillion 276 billion 594 million lira directed towards retirees and the elderly.
As of 2024, the share of social protection expenditures within Gross Domestic Product (GDP) reached 11.1 percent, while the share of social assistance in GDP was determined to be 10.9 percent.
According to Eurostat data, in 2023, Turkey ranked at the bottom in terms of social protection expenditures with a share of 9.8 percent. The European average was recorded at 26.7 percent.
11.3 percent of the assistance was provided conditionally. Among the conditional aids, family and child assistance took the largest share at 51.2 percent, while assistance for the disabled and incapacitated followed at 19.3 percent.
The number of individuals receiving salaries under social protection was identified as 17 million 477 thousand in 2024. This figure shows an increase of 3.5 percent compared to 2023. The total number of social assistance recipients reached 18 million 344 thousand.
Social protection expenditures cover a wide range of areas including social assistance, administrative costs, and other expenditure items.
