


The Ministry of Transport and Infrastructure has prepared a new regulation regarding the use of private boats and yachts, which has been published in the Official Gazette. The 'Regulation on the Equipment of Private Vessels and the Qualifications of Individuals Who Will Use Private Vessels' has brought important changes in the field of maritime.
Within the scope of the new regulation, those who wish to operate private vessels up to 10 meters in length will be granted the "Amateur Seafarer Certificate (ADB) 10" if they meet the necessary conditions. To obtain this certificate, individuals must be at least 16 years old, meet health criteria, and complete the required training. Those under 18 years old who hold the ADB 10 certificate will only be permitted to operate the vessels under supervision.
In order to operate private vessels with a hull length of up to 24 meters, it is mandatory to obtain the "ADB 24" certificate. To qualify for this certificate, candidates must be over 18 years of age and have held the ADB 10 certificate for at least 12 months. Graduates from maritime fields who successfully complete the training programs will be granted the ADB 24 without an examination.
The use of private vessels for commercial purposes has been prohibited. Those who operate another vessel without a valid authorization document will have their certificates suspended for 6 months. Additionally, penalties will be imposed on those who do not comply with these regulations. A fine of 2,500 lira will be imposed per vessel.
During inspections conducted in accordance with the regulation, those who exceed the designated alcohol limits or fail to comply with other safety measures will have their ADB certificates suspended for 6 months. Individuals operating private vessels without a certificate will also incur a fine of 2,500 lira per meter.
The regulation will come into effect in 6 months.
