


The Turkish Statistical Institute (TurkStat) has announced that it will make significant changes to its Consumer Price Index (CPI) calculation system. TurkStat Group President Akif Davarcı stated that these changes will affect the level of the index but that the monthly and annual inflation rates will be maintained.
The new regulations will include individual consumption classification in accordance with the COICOP-2018 standard. In this update, index values will be rearranged according to the new classification structure, and monthly and annual change rates will be kept constant.
It was noted that the changes will come into effect in January 2026.
Akif Davarcı mentioned that seasonally adjusted CPI indicators will be published on the same day as the CPI and that regular announcements of fixed tax rates and CPI data will be made.
Providing information on the impact of the COICOP changes on CPI weights as of 2024, Davarcı emphasized that the weights of some groups have remained unchanged. For example, weights in categories such as food and non-alcoholic beverages, alcoholic beverages, tobacco, clothing, and footwear will remain stable, while the weight of insurance and financial services has dropped from 4.30 to 0.21. New categories such as personal care, social protection, and various goods and services will have a weight of 3.83.
Additionally, the transportation weight is expected to increase from 17.35 to 17.54, and information and communication will rise from 3.34 to 4.56.
Davarcı stated that the CPI weight structure will be restructured based on the National Accounts data and expressed that there is a possibility of a decrease in the weight of the housing category for 2024.
Davarcı noted that the CPI basket, which is updated every December, will be announced to the public at the beginning of January and added that there will be no further changes throughout the year.
