


The United Nations Security Council (UNSC), in its Resolution 2803 adopted on November 17, 2025, decided to support the Comprehensive Plan to End the Gaza Conflict announced by U.S. President Donald Trump on September 29, 2025. This new structure will play a significant role in the peace process for Gaza.
The Gaza Peace Council will be shaped around three main bodies: the Peace Council, the Peace Council Management Board, and the Gaza Governance Board. Donald Trump has been appointed as the president of the Peace Council, and President Recep Tayyip Erdoğan has been invited as the first founding member of the project. This new structure will be responsible for the reconstruction and security of Gaza.
A Management Board has been established to provide advisory support to the Peace Council. Additionally, a High Representation Office has been created to ensure coordination between the Gaza Governance National Committee and the Peace Council, with former UNSC Special Coordinator for the Middle East Peace Process Nikolay Mladenov appointed to this position. Mladenov will also be a member of the Peace Council Management Board.
The Peace Council Management Board comprises significant figures from the U.S. Among these are state officials and businessmen such as Marco Rubio, Steve Witkoff, and Jared Kushner. The support of mediator countries like Turkey, the U.S., Qatar, and Egypt is crucial for ensuring operational success.
The command of the International Stability Force to be deployed to ensure security in Gaza will be held by U.S. Major General Jasper Jeffers. This unit aims to strengthen the Gaza administration's public relations and achieve a lasting peace.
