


The European Commission has announced a new plan to facilitate military mobility in emergency situations among its 27 member countries. The plan aims to establish a 'military Schengen' area by 2027.
This innovative initiative, referred to as the 'Military Mobility Package', aims to suspend normal transport rules in emergencies and to allow for the rapid crossing of borders by military units and equipment among member countries.
The new plan foresees the establishment of common harmonized rules for all member countries, targeting a 'faster, safer, and more coordinated' movement of military units and equipment within the EU.
In this context, member countries are expected to respond to mobility requests within 3 days in normal situations and within 6 hours in emergencies. Simplification of customs formalities is also included in the plan.
Additionally, the European Military Mobility Enhanced Response System (EMERS) will be established to provide rapid processing and prioritized access to infrastructure for armed forces operating under EU or NATO frameworks.
The EU aims to make the standards of military mobility corridors dual-use and to improve the resilience of infrastructure. Furthermore, targeted investments in areas such as cybersecurity and energy security will encourage the shared use of capabilities.
