The US has announced that it has granted approval for a significant chip export deal for Nvidia Corp. to the United Arab Emirates (UAE). This is among the first licenses issued by the US Department of Commerce's Bureau of Industry and Security under the bilateral artificial intelligence agreement signed with the UAE.
An official from the US stated that the approval came following the UAE's plans to invest in America. However, no information was provided regarding the total value of the approved chip shipments and investments. A spokesperson for the Department of Commerce stated, "The Department of Commerce is fully committed to the US-UAE artificial intelligence partnership agreement." This agreement stands out as the first licenses granted for artificial intelligence chip sales to the Gulf since the era of former President Donald Trump.
The relevant licenses support a major data center agreement in the UAE, as announced about five months ago. This center is part of a massive facility with a capacity of 5 gigawatts, designating OpenAI as the main tenant. The agreement raises significant concerns for Washington, particularly given Beijing's influence on global trade relations.
Meanwhile, China has tightened restrictions on products made with rare earth elements produced abroad. It has been reported that all foreign exporters will be required to obtain an export license from the Chinese Ministry of Commerce for products made using these elements. Additionally, processes such as the extraction and transformation of rare earth elements will not be allowed without ministry permission.
