


According to information available on the official website of the Ministry of Treasury and Finance, Asian Development Bank (ADB) President Masato Kanda made his first official visit to Turkey on November 12-13, 2025. During this visit, he held an important meeting with Treasury and Finance Minister Mehmet Şimşek on November 12.
During the meeting, new cooperation opportunities regarding Turkey's transition to regional member status in the ADB, of which it has been a member since 1991, were discussed in depth starting from 2024. This status change allows both the public and private sectors to benefit from the bank's concessional financing and technical assistance options.
At the meeting, the Interim Country Partnership Strategy (ICPS), which will define the general framework of activities planned by the ADB for Turkey during the 2025-2027 period, was introduced. This strategy includes projects that are aligned with the country’s development priorities.
Under the strategy, projects aimed at reconstruction following the February earthquakes, strengthening disaster-resilient infrastructure, developing human capital, and increasing water, food, and energy security will be supported. Additionally, strengthening Turkey's regional center status in transportation, energy, and digital integration is planned.
According to the announcements, the ADB plans to provide a total of 1 billion dollars for public and private sector projects in Turkey by the end of 2025; and 3 billion dollars annually for the years 2026 and 2027. Thanks to the Ministry of Treasury and Finance’s cooperation with multilateral development banks, Turkey has become a reliable and preferred development partner. The total amount of the active portfolio, along with the ongoing projects, has reached approximately 40 billion dollars.
